Waller earned a Bachelor of Science degree from Virginian Union University in 1922 and a master's from Meharry Medical College in 1926. Waller interned at the Hubbard Hospital and completed graduate study at Howard University, the Medical College of Virginia, Duke University, and the University of Virginia. Dr. Waller moved to Staunton, Virginia, in 1926 and started a medical practice. He married a schoolteacher, Ruth Washington, and had two children. Dr. Waller was a World War II veteran, a member of the Alpha Phi Alpha Fraternity Inc., and a member of the Augusta Street Methodist Church. Dr. Waller served on the City Council to the Staunton Community Commission. He also served as president of the NAACP Staunton Branch and president of the King’s Daughter’s Hospital medical staff.
Dr. Oscar W. Marshall was born April 15, 1882, in Staunton and was a World War II veteran. In the United States Census records, Dr. Marshall's occupation is listed as a dentist for several decades. He opened a dental practice at 112 East Main Street, as documented in the Staunton, Virginia City Directory, and was addressed at 108 East Beverley Street in 1931. In the 1930s, Dr. Marshall split his time between Staunton and Richmond.
