The Rockingham County War World I Memorial was erected in 1924 to honor 49 Harrisonburg and Rockingham County men who died in service during the war. In the lower right corner of the bronze scroll are the names of six African Americans: Pvt. Henry Arrington of Elkton, Pvt. Hamilton Brown of Elkton, Cpl. John Warren Newman of Harrisonburg, Pvt. 1st Class John Billhimer of Zenda, Seaman Ernest Williams (Ernest Rouser) of Harrisonburg, and Pvt. William L. “Willie” Washington of Bridgewater.
